Opportunity Overview

Job Title: Legal Advisor

Job Objective: To provide excellent legal advisory services to all organizational units of the Commission in accordance with the applicable laws and regulations.

Duties and Responsibilities:

  • Study the deficiencies or organizational gaps in some areas of work within the Commission, or any existing conflicts between some of the legislations issued by the Commission - if any - and propose the necessary corrective steps in this regard.
  • Study, prepare and formulate the agreements and contracts referred from departments within the Commission.
  • Prepare specialized legal studies and research required by the work needs of the Commission, according to the applicable laws and instructions, as well as preparing any other diverse legal studies or research requested by the Secretary-General based on the request of external entities.
  • Prepare legal memoranda containing legal opinions on the matters and topics referred to the Legal Affairs Department by the Secretary-General and the various organizational units of the Commission, regarding the issues, subjects, obstacles, and challenges they may face during the performance of their duties, after conducting a thorough study and review according to the applicable regulations in the Kingdom and the regulations in force in the Commission.
  • Receive complaints submitted by employees - according to the approved procedure in the Commission - regarding the decisions issued by the Plaints Committee in the Commission and provide legal opinion on them. Also, study and provide an opinion on the complaints of employees and customers from outside the Commission, which are referred to the Legal Affairs Department by the Secretary-General or the relevant organizational units, in order to take action or provide a legal opinion on them.
  • Monitor the rules and regulations issued from time to time in the Kingdom, study their impact on the Commission's legislation, and take the initiative to propose what is necessary in this regard.
  • Receive all inquiries and requests received by the Commission from various other government agencies related to the Commission's specializations, study them, and prepare the necessary legal responses.
  • Provide information and supporting services related to inquiries received from judicial authorities and other government agencies on legal matters and take the initiative to prepare draft responses after conducting the necessary research and verification.
  • Periodically review the regulations and regulatory decisions issued by the Commission, study their suitability for emerging changes and developments in various sectors and activities in the Kingdom, and provide any proposals for amending or updating them.
  • Participate in seminars, lectures, internal and external committees, specialized legal conferences and events held periodically within the Commission and other official and unofficial entities in the country, by presenting specialized working papers, research, and legal studies in those seminars and committees.
  • Cooperate, coordinate, and exchange expertise and information in various fields of legal work and legal studies with external entities.

Requirements

  • Thorough knowledge of the applicable laws, regulations, and legal procedures in the Kingdom
  • Strong analytical, research, and problem-solving skills to interpret and apply laws and regulations
  • Excellent drafting and writing skills to prepare legal documents, memoranda, and opinions
  • Good understanding of contract law and the ability to review, draft agreements
  • Strong communication and presentation skills to explain legal concepts to non-legal stakeholders
  • Willingness to stay up to date with changes in laws and regulations and proactively recommend updates
  • Familiarity with the specific laws, regulations, and procedures applicable to the Commission (Preferable)
  • Excellent in handling complaints, disputes, and responding to inquiries from external entities
  • Excellent command of Arabic & English language, both spoken and written
  • Professional level of Microsoft Office programs
  • Effective communication with the Commission's departments and other legal entities

Law, Sharia, or equivalent legal qualification
